Conservation Planning for the Addo Elephant National Park Marine Protected Area
Addo Elephant National Park (AENP), Eastern Cape
The Addo Elephant National Park (AENP) is situated in the Eastern Cape adjacent to Algoa Bay and incorporates a diverse range of terrestrial habitats representing 5 terrestrial biomes. The Woody Cape Nature Reserve and the Bird and St Croix islands have also been incorporated into the AENP more recently providing some protection to marine and coastal habitats. Despite the inclusion of these areas, marine habitats in the Eastern Cape, and the South African coastline, are poorly represented in existing marine protected areas. Previous attempts to proclaim new MPAs in Algoa Bay were rejected due to a general lack data with which to demonstrate the conservation benefits for biodiversity and the resultant socio-economic and opportunity costs to resource users.
The South African National Parks (SANParks) received funding from the World Bank and French Global Environment Facility to undertake surveys to obtain baseline biophysical, ecological and socio-economic data in order to undertake a transparent and defensible marine spatial planning assessment and develop a conservation plan.
Russell was contracted over a six year period to undertake the baseline surveys, analyse data and develop a conservation plan using systematic planning approaches. The project involved the following:
- Bathymetric mapping in key reef areas within Algoa Bay.
- Diving surveys to assess reef macro-invertebrate and ichtyofaunal composition within Algoa Bay.
- Controlled angling surveys to assess linefish diversity, relative abundance and size structure across key fishing grounds in Algoa Bay.
- Analyzing research trawl data to assess biodiversity and composition of ichthyofaunal communities over onconsolidated substrates within Algoa Bay.
- Roving creel and aerial surveys to assess recreational shore angling between Swartkops and Boknes estuaries.
- Access point surveys at boat launch sites in Algoa Bay to assess the recreational skiboat fishery.
- An assessment of the linefish, chokka-squid, small pelagic, demersal trawl, rock lobster and shark longline commercial fisheries. This involved obtaining and analyzing historical logbook, observer and Vessel Monitoring System (VMS) data from Department of Agriculture, Forestry and Fisheries.
- Undertaking a systematic conservation planning exercise to identify key areas for the protection of biodiversity while simultaneously minimizing opportunity costs.
- Assess alternative designs in terms of conservation of biodiversity and opportunity costs and make recommendations for the development of future Marine Protected Areas in Algoa Bay.
- Develop a framework for monitoring implementation and evaluating future changes in biological and socio-economic indicators.
